Europe’s Women in Tech Pipeline Problem Starts Years Before Recruitment
New Eurostat data shows the women in tech pipeline is decided at degree choice, not at the job ad. Here’s what HR leaders should look at instead.

Eurostat released new research on 12 August 2026, and they complicate a story HR teams tell themselves often. Europe is not short of highly educated women. It produced 2.6 million female graduates in 2024 against 1.9 million male graduates, a clear majority in the other direction. The women in tech pipeline, though, tells a very different story once you look at what those women actually studied. The full breakdown sits in the Eurostat release itself.
In Information and Communication Technologies, Eurostat counted 3.7 male graduates for every female graduate, against that same 2.6 million to 1.9 million female majority across all fields combined. Flip to education as a subject and the skew reverses hard: 4.0 female graduates for every male one. In agriculture, forestry, fisheries, veterinary studies and services, the numbers land close to even. Women are choosing different subjects within higher education, and ICT is the one they’re choosing least.

Why the women in tech pipeline is a study-choice story, not a hiring one
A graduate recruiter opening a technology scheme in 2027 is fishing from a pool that was already 3.7 to 1 male before the job posting existed. If a diversity hiring target for that scheme isn’t moving, the honest explanation might not be the interview process at all. It might be that the applicant pool was set years earlier, at subject choice around age 16 to 18, not at the point someone submitted a CV.
Finding the right graduates for AI-era roles increasingly depends on who was steered toward the relevant modules well before final-year job fairs, and are we reaching schools, colleges and universities at the right time.
So if the women in tech pipeline is fixed by the time someone applies, HR effort spent on it is wasted. Yet school partnerships, sponsored apprenticeships and structured work placements at 15 or 16 all act before the subject choice hardens. So do visibility programmes that put a working engineer in front of a classroom rather than a careers leaflet.

Each of those sits precisely at the point recruitment can’t reach.
Employer-led alternatives to the standard degree-only route matter here too, because they treat the women in tech pipeline as something that can be widened after graduation, not only shaped before it. Returner schemes, conversion bootcamps and non-graduate entry paths let someone who studied education, or nursing, or languages, move into a technology role without having chosen ICT at 18. KPMG’s rebuild of its early careers training is one example of an employer widening the entry point rather than waiting on the graduate pipeline to rebalance itself.

There’s a pay dimension too. UK demand for AI talent has been narrowing pay differences in some technology roles, which changes the economics of a conversion route. If the destination role pays competitively regardless of entry path, a bootcamp graduate or career-switcher becomes a more attractive hire, not a compromise one.
You’ll recognise the shape of this problem from your own graduate scheme data, if you’ve ever compared applicant pools by subject background rather than by gender alone. The subject line tends to explain most of the imbalance at the top of the funnel, more than the candidate’s gender does on its own.
Skills readiness compounds the issue further along the women in tech pipeline, past the point of entry. Fewer than 9% of graduates are judged ready for AI and machine learning roles straight out of study, regardless of gender. That’s against the same 4.5 million tertiary graduates Eurostat counted across the EU in 2024.
Even the ICT graduates who exist often need further training before they’re workplace-ready. That’s a second intervention point in the women in tech pipeline, sitting after graduation and before the first day in role.
It’s distinct from the study-choice question, but connected to it.
None of this is confined to technology recruitment. Broader research on how women progress once inside organisations, including six decades of data on how women are judged differently at work, suggests fixing the entry pipeline alone leaves the downstream story untouched. Getting more women into ICT degrees changes who applies. Whether they get promoted, sponsored or retained once inside is a separate question these graduate figures cannot answer.
Where does that leave a hiring target recruitment alone can’t close? With a shift in where the intervention budget goes, earlier than the point where most HR functions currently spend it.
A single conversation with a fifteen-year-old about what a systems engineer actually does on a Tuesday can do more for the 2031 applicant pool than another round of CV screening does for the 2027 one. The method behind the women in tech pipeline rewards patience over process tweaks.
